DTA seeking input on changes to Single Seller Arrangements

The Digital Transformation Agency (DTA) is seeking input on a discussion paper for consultation across the Australian technology sector, buyers, sellers and the wider community on how to improve opportunities for the Australian technology sector locally and within global supply chains.

A recent review of the DTA’s Single Seller Arrangements (SSAs) recommends changes that will build stronger strategic partnerships between government and the Australian technology sector. As part of these changes, the arrangements will be rebranded as Coordinated Contracting Arrangements.

The independent review has identified opportunities for the DTA to strengthen the SSA model, leverage investment in Australia’s technology sector and uplift market transparency.

“The review identified opportunities to grow these arrangements from commercial relationships to genuine strategic partnerships, with a focus on how sellers could identify opportunities for the Australian technology sector locally and within global supply chains,” said DTA CEO Chris Fechne.

The review made five key recommendations:

  1. Strengthen the SSA model by refining policy settings, specifying stronger cyber and sovereignty requirements, and simplifying the funding model
  2. Publish a SSA suitability assessment framework to support future establishment of new arrangements
  3. Proactively leverage the SSAs to support the growth of the Australian technology sector
  4. Enhance transparency and information availability by publishing SSA expenditure and correcting public facing content
  5. Leverage existing DTA capability to establish an end-to-end SSA management approach.

The DTA has reviewed these recommendations and is developing an implementation plan that includes initiatives to be delivered progressively over time, following the development and publication of the suitability assessment framework.

The review recommended renaming SSAs to better reflect their position as contracting frameworks. The arrangements have been renamed to Coordinated Contracting Arrangements (CCAs). The DTA is currently in the process of formalising this change and updating it across various websites, including DTA.gov.au and BuyICT.gov.au.

The DTA has developed a discussion paper for consultation across the Australian technology sector, buyers, sellers and the wider community to ensure that the resulting suitability assessment framework is fit for purpose and could be leveraged to support the Australian technology sector.
