DTA updates Assurance Framework for digital investment delivery

The Digital Transformation Agency (DTA) has announced it has refreshed the Assurance Framework to better assist agencies with digital investments. The Agency says the update clarifies requirements, reinforces accountability and embeds a risk-based, outcomes-focused approach to assurance and escalation processes.

The Assurance Framework forms part of the Investment Oversight Framework, supporting agencies to design and implement fit-for-purpose assurance arrangements that strengthen delivery confidence and help achieve intended investment benefits. This update builds on that foundation by making assurance requirements easier to apply, improving access to guidance and strengthening the processes that help agencies identify and manage delivery risks throughout the investment lifecycle.

“Effective assurance is critical to the successful delivery of digital investments. It helps agencies make informed decisions, manage delivery risks and respond to challenges with confidence,” said Simon Quarrell, Deputy Chief Executive Officer, Digital Investment Advice and Sourcing at the DTA. “By making the framework easier to apply, these updates provide practical guidance that supports more consistent assurance practices and better delivery outcomes across government.”

The Minimum assurance implementation requirements for investment tiers summary has been updated to consolidate assurance and benefits requirements into a single view for each investment tier. This aims to make the requirements easier for agencies to navigate and apply.

The framework also brings together supporting resources, including the Project closure reporting standard for digital and ICT-enabled projects and the Digital Project Research Series.

Together, these resources are provided to help agencies with easier access to practical guidance, tools and lessons learned that support effective assurance and delivery practices.

Strengthening escalation processes

The updated framework introduces clearer escalation guidance that better reflects current processes and clarifies the support available from the DTA when delivery issues emerge.

It also provides greater clarity on the triage process, with the DTA collaborating with lead agencies to develop a shared understanding of key risks and issues before determining whether a formal escalation process needs to be initiated to support remediation.
