Victoria Police deploys mobile app for officers

Victoria Police has commenced deployment of a new mobile application designed to enhance efficiency in issuing electronic penalty infringement notices (ePINS).

The app, developed in collaboration with custom software development companies OutSystems and PhoenixDX, is now being actively used by frontline officers. Police are able to use the app to generate and process penalty notices directly from their mobile device within minutes, while maintaining compliance with legal requirements.

The OutSystems platform, which the company says leverages generative AI to deliver software up to 10 times faster than traditional development processes, played a key role in developing the solution and ensuring the implementation met police’s operational and security requirements.

OutSystems VP for ANZ Paul Arthur commented that with the solution now live, “Victoria Police can continuously refine and enhance functionality based on officer feedback, ensuring it remains a vital tool in the field”.

PhoenixDX MD Pedro Carrilho added that the collaboration allowed for the rapid delivery of a high-quality solution.

“It has been a privilege to develop applications that directly support the community and front-line mobility teams,” he said.

“This achievement was only possible through a strong partnership with multiple stakeholders and a deep understanding of sworn officers’ operations in the field. By working as one integrated team and leveraging a Platform+Agile delivery approach, we ensured officers have the tools they need to work more safely and efficiently in the field.”

The police force has plans to roll out more applications using the OutSystems platform in the future as part of its digital transformation efforts.
